What the evidence tells us
The IMF associates the rising interest burden with constrained development spending and a shift toward more expensive financing. Its analysis supports careful measurement of fiscal exposure. A better information system cannot by itself eliminate debt or establish that a country’s borrowing costs are unjustified.

Axum proposes research into verifiable public-finance records and tools that make fiscal exposure easier to understand. Commercial opportunities may arise in reconciliation and document analysis. They must be evaluated against transparent baselines; public institutional reform remains essential beyond any individual product.
These are proposed research directions. Patentability and commercial viability remain to be established for each invention.
